The World Bank is putting off a $90 million loan for Uganda because of its new anti-gay law.

The money is earmarked for Uganda's health care system.

World Bank spokesman David Theis says officials want a further review on whether the new law would hurt the objectives of the loan.

Denmark and Norway have already said they are cutting millions of dollars in aid to the Ugandan government. Sweden is threatening to do the same.

Ugandan President Yoweri Museveni signed the new law Monday. It bans the so-called promotion of homosexuality. Those who engage in gay sex could face life in prison.

U.S. Secretary of State John Kerry likens the law to Nazi Germany and South African apartheid.
