Government shutdown increases danger of terrorist attack

The government shutdown has resulted in furloughs for roughly 70 percent of the intelligence community's civilian workforce, Director of National Intelligence James Clapper said.

"The damage will be insidious. Each day that goes by, the jeopardy increases," Clapper told a Senate Judiciary Committee hearing Oct. 2.

Asked if the United States remains safe despite the shutdown caused by failure to enact a funding bill for the federal fiscal year that started Oct. 1, Clapper replied that he doesn't "feel I can make such a guarantee to the American people, and it will be much more difficult to make such a guarantee as each day of the shutdown goes by."
